In accordance with new procedures for obtaining CERTIFICATES or DECLARATIONS of Conformity to the Technical Regulations of the Customs Union (TR CU), the APPLICANT/HOLDER of the certificate/declaration must be a company/legal person with a VAT identification number, OGRN number (Major State Registration number) and registered office in the territory of the Customs Union countries (Russia, Kazakhstan and Belarus).
The Customs Union Technical Regulation (TR CU) Certificate of Conformity is issued by the Body accredited to the APPLICANT/HOLDER of the certificate that must be a company/legal person with a VAT identification number, OGRN number (Major State Registration number; ‘ОГРН’ in Russian) and registered office in the territory of the Customs Union countries (Russia, Belarus and Kazakhstan). The MANUFACTURER’S Customs Union Technical Regulation (TR CU) Declaration of Conformity is prepared and registered by the accredited Body and then stamped and signed by the APPLICANT/HOLDER of the declaration that must be a company/legal person with a VAT identification number, OGRN number (Major State Registration number; ‘ОГРН’ in Russian) and registered office in the territory of the Customs Union countries (Russia, Belarus and Kazakhstan). Customs Union Technical Regulation (TR CU) Certificates and Declarations can be issued for an individual order (related to a particular contract) or with a validity of no more than five years.
The GOST R Certificate (voluntary) is issued for products that do not fall within any Technical Regulation. An official Exemption Letter can be issued as an alternative to the GOST R VOLUNTARY Certificate.
The certificate of conformity to TR CU No. 012/2011 of the Customs Union (Russia, Belarus and Kazakhstan) on the safety of ATEX electrical appliances is a certificate that is issued for products intended for use in areas at risk of explosion.
The EAC-EX Certificate can be issued for an individual order (related to a particular contract) or with a validity of no more than five years.
The Customs Union CERTIFICATE of State Registration (Hygiene certificate) has replaced the old HYGIENE & SANITARY CERTIFICATE. Registered products must comply with the sanitary and epidemiological regulations of the Customs Union (CU). This certificate is required for products/machinery that come into contact with humans and for any type of food products as well as tobacco, chemical or cosmetic products that come into contact with human skin, products and materials that come into contact with drinking water, furniture, pharmaceutical products, equipment and machinery for domestic use, ventilation and air conditioning systems, toys and clothing, etc. The Certificate of State Registration is generally valid indefinitely.
Some types of products require a SANITARY-EPIDEMIOLOGICAL CONCLUSION. The expert’s conclusion attests that all registered products comply with the sanitary and epidemiological regulations of the Customs Union (CU). This report is obtained voluntarily.
RTN Permits (‘Rostechnadzor’) were abolished on 01.01.2014.
Any permits issued prior to that date will be valid until they expire.
Technical passports are required for most products destined for the markets of the Customs Union countries (Russia, Belarus and Kazakhstan) and must be prepared according to the technical regulations and legislation in force in the territory of the Customs Union (TR CU).
With the entry into force of the new certification system, the preparation of technical passports for the majority of products has remained unchanged and therefore continues to comply with standards defined in the GOST 2.610-2006 regulations. With regard to products that fall within the TR TS 032 Technical Regulation, passports must be prepared according to the method described therein.
The need to obtain certification of conformity to the requiremends of fire safety is determined by the existence of fire safety requirements of the products themselves.
Certification of conformity to these requirements can be obtained on a mandatory or voluntary basis.

Mandatory certification is issued by an accredited body according to what is set out in Law N 123-ФЗ.

Voluntary certification of conformity demonstrates a manufacturer or supplier’s high product quality and safety, enabling them to be more competitive in the markets of the Customs Union countries.
The Pattern Approval Certificate is required for all measuring instruments that have a visual indicator and are subject to calibration. All these instruments have to be listed in the register of the Federal Agency for Technical Regulating and Metrology (‘ROSTECHREGULIROVANIE’). The Metrology Certificate has a maximum validity of five years. To obtain certification it is sometimes necessary to send samples to an accredited Russian laboratory for the required tests to be carried out.
